Street Class Rules Clarification

"A. The engine air filter element may be removed or replaced provided the air flow path remains as originally designed (i.e., no additional openings). No other components of the air induction system may be removed, replaced, or modified."

I bought an air filter replacement but the size will not allow enough room to properly reinstall the top cover for the element.  Legal in "street"? The wording to me is a little vague.  Would the open-ended cover for the filter be considered "other components" and not to be removed?

Or would I need to bend and smash it into place to be legal?  Thanks.

If I understand you correctly you have greatly increased the air flow by not being able to properly close the air filter box. I believe you have modified the air flow path  and thus would be considered illegal.
